Some German media said yesterday that China will no longer impose punitive tariffs on polysilicon imported from the EU. Yesterday, people close to the Ministry of Commerce told the E-mail reporter that the Ministry of Commerce officials have confirmed that the news is not true, China has not made a commitment to this, and the price commitment negotiations between China and Europe are still in progress. On the other hand, the recent large-scale return of a large number of PV products in some domestic ports has also reflected that the market is still worried about the possibility of the breakdown of negotiations.

Anti-dumping preliminary ruling "difficult to produce" cited speculation

"According to the original plan, China should issue an announcement on the preliminary decision on the EU's solar-grade polysilicon anti-dumping pre-dumping before July 4. But after the time, the announcement did not come out, which may make overseas media think that China will 'not cut'." The above said.

A "double-reverse" schedule obtained by the Shanghai Stock Exchange reporter showed that the announcement of the preliminary ruling on EU anti-dumping of solar-grade polysilicon should be issued before July 4, and the relevant interested parties should start from the date of the announcement of the preliminary decision. Within a day to submit a written comment to the investigation authority; the announcement of the preliminary decision on the anti-dumping of solar-grade polysilicon in the United States and South Korea should be issued at a reasonable time after June 30; the announcement of the anti-subsidy preliminary decision is after the announcement of the anti-dumping preliminary decision Announced at a reasonable time.

"According to the process, there will usually be a ruling after the case is filed, just as the EU's PV products to China are also negotiated first. Unless the situation changes during the investigation, such as the price of polysilicon, the dumping is not established. But at present, the polysilicon market is still The downturn." The above-mentioned person said that the ruling and then the equivalent price commitment as a response or feasible.

According to another report, the China-EU PV price commitment negotiations should have ended last Friday and are now being postponed again. It is expected that there will be results before mid-July. The differences between the two parties are mainly at the price. The EU requires that the price of China's PV modules be no less than 0.65 euros per watt, and the Chinese side proposes 0.5 euros per watt.

"In the end, if you want to talk about it, it is possible that the two sides will compromise at 0.6 euros per watt, which is equivalent to a 20% tariff. At this price level, there are only a few companies with better cost control in China that can achieve export meager profits." The above said.
PV companies encounter price cuts

It is worth noting that the recent large-scale return of PV products in China has also reflected the entanglement of the market in the context of the final settlement of the negotiations. Traders are still worried that the EU will impose a high amount on August 6. Punitive tariffs.

The reporter learned from the Zhejiang Quarantine and Inspection Department that in the past two months, a large number of large-volume returns of photovoltaic products have appeared continuously in Ningbo Port, and the amount of single-batch returns has even exceeded US$1 million. According to the statistics of the inspection and quarantine department, since July last year, seven photovoltaic manufacturing enterprises in Zhejiang Province have suffered 10 batches of returns within a year, amounting to more than 3.3 million US dollars.

Yesterday, many PV companies acknowledged that they had experienced the experience of returning or lowering prices.

“When the EU just started double, the European customers asked us to lower the price. When the trade dispute escalated earlier this year, the other party also submitted a return.” A salesperson of a component company in Shaoxing, Zhejiang told reporters that the company was disheartened by the European market. The year-round plan has significantly reduced exports to Europe. At present, there are not many orders from the company. The original two workshops were compressed into one and maintained by a small number of OEM orders.

The person in charge of a solar cell module manufacturer in Ningbo said that the company and European customers are currently waiting for the outcome of the negotiations on the price commitment of China-EU PV products, but it is still pessimistic. It is believed that the minimum commitment price will rise significantly, and the range should not be lower than the current 11.8% temporary anti-dumping tax rate. As a result, China's PV products have basically lost their price advantage in the European market, and it is expected that dealers' customers will lose more.

The above situation does not happen in Zhejiang. A PV company in Jiangsu revealed that the company's products are mainly exported to European and American markets. In the previous period, European customers suddenly proposed a price cut of 30%. Otherwise, the company was forced to return to production. A photovoltaic company that exports mainly to the EU market in Yunnan has also acknowledged similar experiences.

The Zhejiang inspection and quarantine department has given several suggestions to the photovoltaic enterprises. They believe that it is necessary to change the status of export enterprises in the past by relying on export trade, encourage powerful enterprises to “go out”, set up factories overseas, or strengthen photovoltaics with European and American countries. R&D cooperation of technical projects, participating in investment in European and American PV companies through shareholding, mergers and acquisitions, etc., to avoid the impact of anti-dumping. Other companies can actively explore overseas emerging markets and expand the domestic market. Open up overseas emerging markets and transfer China's PV market to India and Southeast Asia.

Several companies interviewed by this newspaper have indicated that it is unlikely that they will set up factories overseas because of the current strength of the company, and they can only strive for Japan, Australia and the domestic market.
