Hainan Province has fully promoted the use of national IV standard vehicle gasoline and diesel to achieve initial results

According to the unified deployment of the Hainan Provincial Government, Hainan Province has supplied and sold the national IV standard vehicle gasoline and diesel in the province since 0:00 on November 20, 2013. In order to ensure the smooth progress of the national IV standard vehicle gasoline and diesel, the Provincial Department of Commerce recently issued a notice to further clarify the scope of use of the national IV standard vehicle gasoline and diesel: all the refined oil used on the land in Hainan Province is the national IV. Standard vehicle gasoline and diesel (including construction machinery, factories and mines, agricultural facilities, small power generation equipment, etc.). All wholesale and retail enterprises of refined oil products shall not sell non-national IV standard automobile gasoline and diesel in the land market of our province. Refined oil wholesale enterprises are not allowed to supply refined oil to retail enterprises that do not have the qualification of refined oil products. The refined oil retail enterprise shall allocate and purchase refined oil products to the wholesale oil trading enterprises with a copy of the “Approval Certificate for Refined Oil Business”.

Hainan Provincial Department of Commerce noticed that wholesale oil products enterprises should not use finished vehicles with no oil transportation qualifications to load and unload refined oil. Each refined oil trading enterprise shall establish a management account to improve the import, sale, storage and storage of refined oil, and retain the certificates and bills proving the source of the refined oil and the whereabouts of the sales, including the ledger, vouchers and bills of the wholesale oil trading enterprise. It should be kept for more than 5 years, and the accounts, vouchers and bills of the fueling station should be kept for more than one year. The vouchers and bills should be consistent with the management account, and there should be no missing pages.

Each refined oil trading enterprise shall clearly specify the contents of the oil product on the documents such as the purchase invoice and the bill of lading, and add the words “IV”.

It is understood that the industrial and commercial and quality supervision departments of Hainan Province will further strengthen the quality supervision of the national IV standard automobile gasoline and diesel products. All the wholesale and retail outlets of refined oil products that have illegally sold non-national IV standard automobile gasoline and diesel will be closed. Rectification, at the same time, the business, industry and commerce, quality supervision and other departments will be given corresponding penalties in accordance with relevant management regulations.
