Xie Zhenhua, deputy director of the National Development and Reform Commission, recently pointed out in an interview that the National Development and Reform Commission will take eight measures to strengthen energy conservation and emission reduction this year.

According to reports, these eight measures are:

Increase structural adjustment efforts. We will continue to strictly control the “two gates” of land and credit and the market access threshold, strictly implement the “six necessary conditions” for land, environmental protection and energy conservation that must be met in the construction of the project, and make good access to new projects. Strive to shut down 10 million kilowatts of small thermal power units, eliminate 30 million tons of backward ironmaking capacity, and 35 million tons of backward steelmaking capacity; further increase the elimination of backward production capacity of cement, electrolytic aluminum, ferroalloy, coke, calcium carbide and other industries; Complete the task of eliminating backward production capacity and strictly control the projects that the state arranges for investment. Formulate policies and measures to promote the development of service industries and high-tech industries, and increase the proportion of service industries and high-tech industries in the national economy.

Promote technological progress. Organize and implement a number of common, key technology development and industrialization demonstration projects for energy conservation and pollution reduction and pollution reduction industries, and select a number of major technologies with large energy conservation potential and wide application areas in key industries to increase promotion efforts. Full implementation of the ten key energy-saving projects, increase the support of central and local government investment, and form the energy-saving capacity of 40 million tons of standard coal. Strengthen energy conservation and environmental protection power dispatching. Accelerate the cultivation of energy-saving technology service system, implement contract energy management, and promote the industrialization of energy-saving services.

Strengthen energy conservation and consumption reduction management. Urge all localities to formulate phased energy-saving targets, introduce the “Energy Conservation Target Responsibility and Evaluation and Assessment Implementation Plan”, and establish energy-saving target responsibilities and evaluation assessments with “clear objectives, clear responsibilities, measures in place, level one level, and level one level”. system. Strictly implement the energy conservation assessment and review system for fixed asset investment projects. Strengthen the tracking, guidance and supervision of key energy-consuming enterprises, especially the energy-saving work of 1,000 enterprises, and publicize the enterprises that have not taken measures as required, and rectify within a time limit. Strengthen power demand side management. Expand the application of energy efficiency labeling in three-phase asynchronous motors, inverter air conditioners, multi-connected air conditioners, lighting products and gas water heaters. Expand the scope of energy-saving product certification and establish international coordination and mutual recognition. Organize special energy conservation inspections. Study and establish and implement a scientific and unified statistical indicator system and monitoring system for energy conservation and emission reduction.

Promote the development of circular economy. Organize the preparation of key industries circular economy promotion plan. Formulate and publish a circular economy evaluation indicator system. Deepen the pilot of circular economy and use national debt funds to support a number of circular economy projects. We will comprehensively implement clean production, and increase the implementation of clean production audits for enterprises that have not completed energy conservation and emission reduction targets, and implement clean production transformation plans within a time limit.

Strengthen pollution prevention and control. Increase the allocation of treasury bonds and funds within the central budget to support the construction of urban domestic sewage, garbage disposal and hazardous waste treatment facilities. Continue to increase the focus on key river basins, key industries and rural non-point source pollution control. The newly-built coal-fired power plant will install 50 million kilowatts of desulfurization facilities simultaneously; the existing coal-fired power plants will put into operation and operate 65 million kilowatts of desulfurization facilities, forming a desulfurization capacity of about 2.2 million tons. Desulfurization electricity prices shall be deducted from power plants that have abnormally shut down desulfurization facilities, and penalties shall be imposed; and specialized desulfurization companies shall be organized to undertake pilot projects for construction and operation management modes.

Improve regulations and standards. Cooperate with the National People's Congress to speed up the introduction of the "Energy Conservation Law" (revised) and the "Circular Economy Law", and seize the system to repair (repair). Organize and formulate 16 mandatory national standards for energy consumption limits for high energy-consuming products, and formulate (repair) 16 energy-saving design specifications, 21 energy-saving basic and method standards, and 17 end-use energy products (equipment) energy efficiency standards.

Improve supporting policies. Expand the implementation of differential electricity prices and water price policies in industries with high energy consumption and high pollution. We will promote the reform of urban heating prices and implement charging according to the use of calories. Implement the desulfurization feed-in tariff policy for power plants. Improve the sewage charges and the sewage and garbage disposal fee system, and raise the collection standards reasonably. Establish a special national energy conservation fund. Develop a catalogue of energy-saving, water-saving and environmentally friendly products, and introduce tax policies that encourage the production and use of cataloged products. Study and establish a financial subsidy mechanism for a large number of energy-saving products. Adjust the "Government Procurement List of Energy-Saving Products" to study the trial of mandatory procurement of energy-saving products. Broaden financing channels, promote domestic and international financial institutions' funds, and foreign government loans to lean toward energy conservation and emission reduction.

Strengthen energy conservation publicity. We will promote the development of circular economy and the construction of conservation-oriented society into this year's "scientific development, building a harmonious" major theme publicity activities. Organize the National Energy Conservation Publicity Week and energy conservation science promotion activities, implement the pilot program of energy conservation publicity and education base, organize the promotion and training of the Energy Conservation Law and the Circular Economy Law, and carry out energy conservation commendation and reward activities.
