In recent years, security accidents have occurred frequently. One important reason is that among a small number of cadres there is an erroneous tendency to ignore safe production and unilaterally pursue economic growth. They have taken a heavier look at economic indicators and have taken lightly on safe production. For the sake of locality, immediate interests, and so-called "political achievements," they have even sacrificed the safety, health, resources, and environment of laborers.

Comrade Wen Jiabao pointed out at the national conference on work safety at the beginning of this year that development of the economy is a political achievement and safety in production is also an achievement. Firmly establishing this idea has important guiding significance for doing safe work. The CPC Central Organization Department recently issued the "Trial Measures for the Comprehensive Assessment of Local Party and Government Leaders and Leading Cadres, which Embody the Requirements of the Scientific Outlook on Development," and listed safety production as the content of evaluation of cadre achievements. Maintaining and realizing the fundamental interests of the people is the core of the communist’s concept of achievement. Security needs are the most basic human needs. Security rights are the most important interests of the people. People-oriented must first be based on people's lives. Scientific development must first develop safely. A harmonious society must first care for life.

To establish a concept of achievement in production safety, we must, in accordance with Comrade Hu Jintao’s request, regard security development as an important concept, integrate it into the overall strategy of China’s socialist modernization drive, and conscientiously implement the principle of “safety first, prevention first, and comprehensive governance”. When formulating development plans for local, industry, and enterprises, not only economic growth indicators, but also safety production development goals must be defined so that all tasks of safety production and economic and social development can be simultaneously planned, synchronized, and promoted simultaneously; When attracting enterprises or setting up enterprises, not only must the output value and tax be taken into account, but also safety and the people’s livelihood issues such as resources and environmental protection should be taken into account. Market access in areas such as safe production must be strictly controlled, and the prohibition and elimination of illegal production and safety production conditions must be strictly prohibited. As well as enterprises that do not conform to national industrial policies; when arranging key projects, not only production and management projects, urban construction projects, etc., but also the effective implementation of the "safety of life" project, increase public safety and corporate security Fundamental input will accelerate the management of major safety hazards, effectively curb heavy accidents and gradually improve safety production.

The key to establishing a concept of achievement in production safety is to strengthen the "two main bodies" and implement the "two responsibility systems." The government is the main body of supervision of safe production, and the company is the main responsibility of safe production. The two responsibility systems of the executive head of the government and the legal representative of the company are the basic responsibility system for the safety production in China. The main leaders of provinces, cities, counties, and township governments at all levels must take overall responsibility for the safety production within their respective administrative regions, establish and improve the safety production responsibility system at all levels of the leadership, implement them step by step, serve as officials, and ensure that one party is safe. Safety supervision and supervision agencies and industry management departments at all levels are part of the government supervision body. They must perform their duties with due diligence and hard work, and consciously implement strict law enforcement, fair law enforcement, and honest law enforcement. The legal representative of all types of enterprises who directly have decision-making authority in production and operation is the first person responsible for safety production. It is necessary to strengthen the safety management of enterprises according to regulations and consciously accept the supervision of the government, the effective guidance of the industry sector, and the extensive supervision of the society to ensure the Party. And the country’s production safety policies, laws and ordinances are implemented in this company to ensure the safety and health of employees.

To establish a concept of safety production performance, we must strictly assess rewards and punishments. "The state's major issues are rewards and punishments only. The rewards are given to those who work hard, and those who have no merit are retired. They are guilty of punishment and fear the evil." In the process of industrialization, safety production work is long-term, arduous, and complicated. Only by paying long-term and arduous efforts can we achieve results. This requires, in particular, the establishment of incentive and restraint mechanisms with clear rewards and punishments. We must incorporate safe production into the performance of government achievements and corporate performance, establish a sound assessment system, and regard the performance of work safety as an important basis for evaluating government and corporate work and evaluating the use of cadres. We will conscientiously implement the safety production control assessment index system, and implement the level of control assessment indicators to the cities, counties, townships and enterprises. Actively promote "one post with two duties" and "one vote veto." The units and cadres with outstanding achievements in production safety should be commended, rewarded, and reused; the units and cadres that have long-term passive safety production work must be criticized, punished, and necessary organizational adjustments; serious neglect of safety production and serious accidents should be seriously neglected. Those who have leadership responsibilities must be dealt with in strict accordance with regulations and disciplines; criminal acts such as collusion between officials and businessmen, money and rights transactions, and serious dereliction of duty should be pursued according to law. Through rigorous assessment of rewards and penalties, a good atmosphere of safeguarding the rights and interests of the people, attaching importance to safety in production, and realizing safe production work has been established in all levels of cadres.
